Statement from the Mayor: 400 Simcoe Street

Tillsonburg, ON – Mayor Deb Gilvesy has issued a statement to provide clarification on recent information and discussions regarding 400 Simcoe Street (The Norfolk Mall), and to thank Norfolk County for their press release on this matter.

Statement from Mayor Gilvesy:

“There have been some misconceptions circulating regarding 400 Simcoe Street (The Norfolk Mall) regarding recent discussions surrounding a potential boundary adjustment. These discussions have been mentioned in both the press and on social media, and it is important that the facts are clearly understood.

At the October 14, 2025, Council Meeting, Tillsonburg Town Council received a delegation commissioned by the County of Oxford that presented the Updates to the County Growth Forecasts and Land Needs Analysis. This report identified that the Town of Tillsonburg will require additional commercial lands within its boundaries to accommodate future growth.

On the same agenda, Council also received correspondence from the owners of 400 Simcoe Street requesting consideration for their property to be brought into the Town’s limits. It is important to note that the County of Oxford provides the water and sewer infrastructure servicing this property, and any significant growth or redevelopment on this site is limited unless it falls within the County’s jurisdiction.

Because the Town does not own the water and sewer infrastructure for this property, the matter has appropriately been referred to the County for comment and review.

I would also like to thank Norfolk County for their press release on this matter, which accurately represented the facts. To be clear, no formal application has been submitted by the property owners, and no discussions have taken place between the Town of Tillsonburg and Norfolk County regarding this property. Other than the brief discussion that occurred when Council received the correspondence at the October 14th meeting, no further or detailed discussions have taken place within Town Council.
